Governance & Oversight
The Uniquely Cook Islands program is managed to the highest standards of transparency, fairness, and cultural integrity. Oversight is shared between the Business Trade & Investment Board (BTIB), an independent Governance Panel, and a Cultural Review Group.
BTIB – Program Administrator
BTIB is responsible for the day-to-day administration of the Uniquely Cook Islands Program, including the Mark and Tokens. This includes:
- Processing registrations, accreditation applications, and renewals.
- Managing the registry and accreditation records.
- Coordinating communication with accredited members.
- Supporting the work of the Governance Panel, Disputes & Complaints Group, and Cultural Review Group.
- Handling routine complaints and administrative issues and correcting minor errors or oversights.
Governance Panel
The Governance Panel provides independent oversight of the program and is the ultimate decision-making body for matters that affect the integrity, direction, and evolution of the program.
Membership and representation
- Six representatives drawn from across the Cook Islands and the Diaspora to ensure diversity of experience and perspective, representing:
- Geography – Rarotonga, the Pa Enua, and the Diaspora.
- Industry and practice areas – such as weaving, carving, food, skincare, and services.
- Priority groups – representation is reserved for women, youth, and persons with disabilities or impairments, ensuring inclusivity and alignment with national development priorities.
- One Chairperson, who presides over meetings and votes only in the event of a tie.
- One permanent BTIB representative, bringing the total membership to eight.
- Members (excepting BTIB) serve a two-year term, renewable once, with a maximum of two terms.
- Terms are staggered to ensure continuity and preserve institutional knowledge.
- A quorum of five is required for decisions.

Responsibilities
- Oversight & Integrity – Ensuring that the program rules and structures remain up to date, fair, and transparent.
- Program Evolution – Reviewing and approving changes that affect the scope or structure of the program, such as:
- Expanding the classes of goods and services covered under the Nice classification system.
- Introducing or refining Token categories and subcategories.
- Adjusting accreditation or renewal processes.
- Advisory & Policy – Providing strategic advice to BTIB on long-term direction, promotion, and alignment with Cook Islands national development objectives.
- Disputes & Complaints Oversight –
- Deciding whether to hear a serious or complex dispute directly or to convene a Disputes & Complaints Group to act as the final arbitrator.
- Monitoring the outcomes of disputes to ensure consistency and fairness.
- Retaining authority to intervene when a case has implications for the credibility or integrity of the program.
- Transparency & Reporting –
- Ensuring annual reporting on program performance, complaints, and outcomes.
- Upholding accountability to Cook Islands people.
Disputes & Complaints Group
The Governance Panel may convene a Disputes & Complaints Group to act as the final arbitrator for serious or complex cases.
- Membership is drawn from appropriate representatives depending on the nature of the case.
- The group reviews evidence, considers cultural advice where needed, and makes a binding decision.
- This ensures that disputes are resolved fairly, transparently, and with the right expertise, while allowing the Governance Panel to focus on program direction and evolution.

Cultural Review Group
Cultural integrity is central to Uniquely Cook Islands. To safeguard this, a Cultural Review Group supports the program.
- The group has a Chairperson for continuity.
- A pool of cultural experts – respected practitioners, elders, and knowledge holders – is maintained, representative of various a.
- Experts are called on depending on the case (e.g. weaving, carving, tattooing, motifs).
- The group assists BTIB in the review of Taʻunga applications, and may also support the review of Ito Manava and Vaka applications when appropriate or when specifically requested by BTIB.
- This ensures that the right expertise is brought to each decision while keeping the process flexible and representative.

Transparency and Accountability
Together, BTIB, the Governance Panel, the Disputes & Complaints Group, and the Cultural Review Group ensure that:
- All accredited members are treated fairly and consistently.
- Cultural integrity remains central in all aspects of the program.
- Complaints and disputes are resolved proportionately, independently, and transparently.
- Final authority rests with the Governance Panel for matters affecting the integrity or direction of the program.
- Public reporting strengthens trust in the certification system and ensures compliance with certification mark registration requirements.
